SCS SB 4, HCA 1 -- SPECIAL LICENSE PLATE
SPONSOR: Caskey (Johnson, 47)
COMMITTEE ACTION: Voted "do pass by consent" by the Committee on
Transportation and Motor Vehicles by a vote of 19 to 0.
This substitute creates the Antiterrorism Fund within the state
treasury and allows motorists to obtain "Fight Terrorism" license
plates. Any person desiring to obtain a plate must make an
annual contribution of $25 to the Antiterrorism Fund.
Contributions from the sale of "Fight Terrorism" license plates
and other moneys will be used to fund antiterrorism activities.
HCA 1 -- Removes the reference to federal grants and just refers
to grants.
FISCAL NOTE: Estimated Net Effect on Highway Fund of a cost of
$5,705 in FY 2004, an income of $625 in FY 2005, and an income of
$625 in FY 2006. Income to Antiterrorism Fund of $2,083 in FY
2004, $2,500 in FY 2005, and $2,500 in FY 2006.
PROPONENTS: Supporters say the bill will help prepare and fund
Missouri's Office of Homeland Security for antiterrorism
activities.
Testifying for the bill was Representative Johnson (47).
OPPONENTS: There was no opposition voiced to the committee.
